Ross Nicoll 3e6fdbc076 Update release notes for 1.14 (#1464 )

* Move old release notes out of the way
* Removed very old Bitcoin release notes as of minimal value in the context of Dogecoin.
* Move remaining Bitcoin release notes into their own folder.
* Move Bitcoin 0.9 release notes into Bitcoin release notes folder.
* Start cleaning up release notes to reflect Doge

This is a maintenance release to fix a denial-of-service attack that can cause nodes to crash.

0.8.3 Release notes

Truncate over-size messages to prevent a memory exhaustion attack.

Fix a regression that causes excessive re-writing of the 'peers.dat' file.

Thanks to Peter Todd for responsibly disclosing the vulnerability ( CVE-2013-4627 ) and creating a fix.
