Pull request description:

  Following from PR https://github.com/bitcoin/bitcoin/pull/23109
  The [TODO](https://github.com/bitcoin/bitcoin/blob/master/src/net.cpp#L2872)  is no longer necessary.
  Removing it to  prevent future confusion.
