rewire calls to boost::filesystem to use the fs wrapper 
* replaces boost/filesystem includes with fs.h
* replaces boost::filesystem:: with fs::
* removes file-local fs namespace aliases
* removes unused includes from:
  * net.h
  * src/wallet/walletdb.cpp
* adds missing includes in:
  * rpc/protocol.cpp
  * test/dbwrapper_tests.cpp
  * wallet/rpcutil.cpp

Revert "crypto: added runtime checks for SHA hardware" 
This reverts commit e78cfc630dbb712662328eb6c8b401bd3fab8969.

Besides adding runtime checks, this also removes experimental
guards and makes the features leak into release code as we have
no way of disabling them.

Additionally, this breaks on non-gnu systems which currently have
no released binaries, like arm-apple-darwin20 (Apple silicon macs)

c0e27fc825 Make dumpwallet/backupwallet use backupdir path 
This adds more defensiveness around dumping or backing up wallets, so
that the directory and filepaths are always available (even if they were
on transient storage that was removed), and that they never overwrite
other files.

5735276cc5 Add -backupdir CLI option 
This allows users to set the directory in which to store backups and
datadumps.  If not provided, defaults to a subdirectory of `datadir`
called `backups/`, and if that cannot be created, defaults to `datadir`.

util: Work around (virtual) memory exhaustion on 32-bit w/ glibc 
glibc-specific: On 32-bit systems set the number of arenas to 1. By
default, since glibc 2.10, the C library will create up to two heap
arenas per core. This is known to cause excessive virtual address space
usage in our usage. Work around it by setting the maximum number of
arenas to 1.

e3ba0ef956 Eliminate data races for strMiscWarning and fLargeWork*Found. 
This moves all access to these datastructures through accessor functions
 and protects them with a lock.

c63198f1c7 Make QT runawayException call GetWarnings instead of directly access strMiscWarning. 
This is a first step in avoiding racy accesses to strMiscWarning.

The change required moving GetWarnings and related globals to util.

deec83fd2c init: Get rid of fServer flag 
There is no need to store this flag globally, the variable is only used
inside the initialization process.

8b22efb6f7 Make fStartedNewLine an std::atomic_bool 
While this doesnt really fix the race of adding timestamps
mid-logical-line, it avoids the undefined behavior of using a
bool in multiple threads.

9b63758974 util: Don't set strMiscWarning on every exception 
Fixes #6809 - run-of-the-mill exceptions should not get into

c38c49d0b7 Fix argument parsing oddity with -noX 
`bitcoind -X -noX` ends up, unintuitively, with `X` set.
(for all boolean options X)

This result is due to the odd two-pass processing of arguments. This
patch fixes this oddity and simplifies the code at the same time.
