remove misinformation, this belongs in the dogecoin/docs/build-unix.md page, not under cross compilation for windows. Installing these linux libraries and interfere with libs cross-compiled from /dogecoin/depends/packages m4's. This line can be put in the build-unix.md, but it definitely doesnt belong here.
These constants, when defined at the point of each new release, give us
the ability to detect when a running node may be out of date with
respect to an expected upcoming release.
This is the starting point for adding out-of-date notifications to the
daemon, CLI tool, and Qt binary.

It was noted that there is no clear documentation of which protocol
features are available for Dogecoin. This document fulfills that
function, but hasn't been maintained thus far.
This PR changes the document to list all the BIPs implemented and
activated by Dogecoin Core until v1.14.6, and adds protocol
features from other code bases we have adopted.

This change separates the `make translate language=...` and `make
translate_base` Makefile targets. The former is useful for translators
and the latter for core developers.
This change also rearranges flags to `lupdate` to improve utility for
both cases.
Finally, this change also documents these targets and gives more advice
on how to use them.
