init: log that additional logs may contain privacy-sensitive information
Log an info message when any `-debug` categories are enabled, noting they may contain privacy-sensitive information (e.g. transaction IDs) and should not be shared publicly.

log: Remove function name from init logs
It is redundant with -logsourcelocations and the log messages are
clearer without it.

Also, remove a double-space.

Also, add braces around `if` touched in the next commit.

This tiny behavior change requires a test fixup.

d05668922a refactor: Avoid using IsArgSet() on -debug, -loglevel, and -vbparams list options
This commit does not change behavior, it just drops unnecessary IsArgSet()
calls for -debug, -loglevel, and -vbparams options. The calls are unnecessary
because GetArgs() already returns empty arrays if these arguments are not
specified.

logging: Ensure -debug=0/none behaves consistently with -nodebug
Previously, -nodebug cleared all prior -debug configurations in the
command line while allowing subsequent debug options to be applied.
However, -debug=0 and -debug=none completely disabled debugging,
even for categories specified afterward.

This commit ensures consistency by making -debug=0 and -debug=none
behave like -nodebug: they now clear previously set debug configurations
but do not disable debugging for categories specified later.

0184d33b3d scripted-diff: Replace strprintf(Untranslated) with Untranslated(strprintf)
This makes code more consistent and makes it easier to add compile-time checking to
enforce that format strings contain the right specifiers, because it stops
using Untranslated() to create the format string, so the Untranslated()
function will not need to get involved in formatting.

args: Catch directories in place of config files
Previously passing a directory path as -conf would lead to an ifstream being opened for it, and would not trigger any errors.

args: Properly support -noconf
-noconf would previously lead to an ifstream "successfully" being opened to the ".bitcoin"-directory (not a file). (Guards against the general case of directories as configs are added in grandchild commit to this one).

Other users of AbsPathForConfigVal() in combination with negated args have been updated earlier in this PR ("args: Support -nopid" and "args: Support -norpccookiefile...").

Pull request description:

  Remove `fees.h`, `errors.h`, and `spanparsing.h` from the util library. Specifically:

  - Move `Split` functions from `util/spanparsing.h` to `util/string.h`, using `util` namespace for clarity.
  - Move remaining spanparsing functions to `script/parsing.h` since they are used for descriptor and miniscript parsing.
  - Combine `util/fees.h` and `util/errors.h` into `common/messages.h` so there is a place for simple functions that generate user messages to live, and these functions are not part of the util library.

  Motivation for this change is that the util library is a dependency of the kernel, and we should remove functionality from util that shouldn't be called by kernel code or kernel applications. These changes should also improve code organization and make functions easier to discover. Some of these same moves are (or were) part of #28690, but did not help with code organization, or made it worse, so it is better to move them and clean them up in the same PR so code only has to change one time.

4f74c59334 util: Move util/string.h functions to util namespace
There are no changes to behavior. Changes in this commit are all additions, and
are easiest to review using "git diff -U0 --word-diff-regex=." options.

Motivation for this change is to keep util functions with really generic names
like "Split" and "Join" out of the global namespace so it is easier to see
where these functions are defined, and so they don't interfere with function
overloading, especially since the util library is a dependency of the kernel
library and intended to be used with external code.

fbd7642c8e logging: add -loglevelalways=1 option
This option tells the logging system to always include a "[cat:level]"
prefix, so [net] becomes [net:debug], LogInfo/LogPrint statements will have
an [all:info] prefix, and LogWarning and LogError logs will become
[all:warning] and [all:error]. This may be easier for automated parsing
of logs, particularly if additional prefixes such as thread or source
location are enabled.

move-only: Extract common/args and common/config.cpp from util/system
This is an extraction of ArgsManager related functions from util/system
into their own common file.

Config file related functions are moved to common/config.cpp.

The background of this commit is an ongoing effort to decouple the
libbitcoinkernel library from the ArgsManager. The ArgsManager belongs
into the common library, since the kernel library should not depend on
it. See doc/design/libraries.md for more information on this rationale.

This commit was originally authored by empact and is taken from its parent PR #25152.

  #### Context

  There is an ongoing effort to decouple the `ArgsManager` used for command line parsing user-provided arguments from the libbitcoinkernel library (https://github.com/bitcoin/bitcoin/pull/25290, https://github.com/bitcoin/bitcoin/pull/25487, https://github.com/bitcoin/bitcoin/pull/25527, https://github.com/bitcoin/bitcoin/pull/25862, https://github.com/bitcoin/bitcoin/pull/26177, and https://github.com/bitcoin/bitcoin/pull/27125). The `ArgsManager` is defined in `system.h`. A similar pull request extracting functionality from `system.h` has been merged in https://github.com/bitcoin/bitcoin/pull/27238.

  #### Changes

  Next to providing better code organization, this PR removes some reliance of the tree of libbitcoinkernel header includes on `system.h` (and thus the `ArgsManager` definition) by moving filesystem related functions out of the `system.*` files.

  There is already a pair of `fs.h` / `fs.cpp` in the top-level `src/` directory. They were not combined with the files introduced here, to keep the patch cleaner and more importantly because they are often included without the utility functions. The new files are therefore named `fs_helpers` and the existing `fs` files are moved into the util directory.

  Further commits splitting more functionality out of `system.h` are still in #25152 and will be submitted in separate PRs once this PR has been processed.

9a9d5da11f refactor: Stop using gArgs global in system.cpp
Most of the code in util/system.cpp that was hardcoded to use the global
ArgsManager instance `gArgs` has been changed to work with explicit ArgsManager
instances (for example in https://github.com/bitcoin/bitcoin/pull/20092). But a
few hardcoded references to `gArgs` remain. This commit removes the last ones
so these functions aren't reading or writing global state.

eb7bee5f84 Create -loglevel configuration option
- add a -loglevel=<level>|<category:level> config option to allow users
  to set a global -loglevel and category-specific log levels. LogPrintLevel
  messages with a higher severity level than -loglevel will not be printed
  in the debug log.

- for now, this config option is debug-only during the migration to
  severity-based logging

- update unit and functional tests

fed085a1a4 init: Initialize globals with kernel::Context's life
...instead of explicitly calling init::{Set,Unset}Globals.

Cool thing about this is that in both the testing and bitcoin-chainstate
codepaths, we no longer need to explicitly unset globals. The
kernel::Context goes out of scope and the globals are unset
"automatically".

Also construct kernel::Context outside of AppInitSanityChecks()

compat: remove glibcxx sanity checks
These checks were added in #4339, (see also #4081), to test
our back-compat stubs, however, those stubs no-longer exist (#22930),
meaning that these checks are now just testing some specific standard
library behaviour, without a particular rationale, or reason, compared
to any other standard library functions we use.

There has also been some discussion about the sanity checks in the
context of the libbitcoinkernel refactoring, see
https://github.com/bitcoin/bitcoin/pull/25065#discussion_r880668218.
Removing the checks removes the need to worry about atleast the glibcxx
checks.

Also remove the list of check from the doc in init.h, because it is
incomplete, and anyone who wants to know what checks are included can
look at the function.

6544ea5035 refactor: Block unsafe fs::path std::string conversion calls
There is no change in behavior. This just helps prepare for the
transition from boost::filesystem to std::filesystem by avoiding calls
to methods which will be unsafe after the transaction to std::filesystem
